Surveillance in China is intense. Video cameras with facial recognition technology monitor everyone, inside and outside. As an ICR field worker walked down the street in a major city, he watched the cameras turn to follow him. Inside high-rise apartment buildings, cameras monitor coming and going – and serve residents personalized ads inside elevators. Phone calls are monitored and government minders can track locations via a cell phone. Signs everywhere remind people of prohibitions and incorrect behavior, and constant announcements remind everyone they are being watched and the consequences for noncompliance. There is a policeman on every plane, train, or bus, and his only job is to keep an eye on the people – not for their safety, but to report misbehavior to the government.
